Rezoning Approval Heralds Strategic Shift in Urban Development

The Surprise Planning and Zoning Commission has recommended rezoning approval for a 12.9-acre site for NexMetro Communities. The developer has requested the shift from Regional Commercial to High Density Residential to facilitate the building of Avilla Foothills, a 108-unit Build-to-Rent community. The rezoning was approved by City Council on June 20. Despite initial opposition regarding the change from commercial to multifamily usage, the developers managed to address these concerns and argue that the development would have no significant impact on potential commercial development in the city. The development is aimed at addressing housing demand due to the city’s projected population growth.
